Use the shaft drawing to decide whether the requirement is bulk strength, a hardened journal or both. Comparing annealed 1050 with hardened alloy steel gives an unhelpful ranking; compare the proposed finished conditions and the largest section that must meet them.

Manufacturing and acceptance checks

State journal hardness separately from core requirements, identify the test location and retain finish-grinding allowance. Ask how straightness will be restored after hardening, and include inspection of transitions between hardened and unhardened surfaces in the acceptance plan.
